Both of the answers above assume that you're starting from scratch. That is, if you sit down right now, what are the odds of flopping two sets the first two hands you play? The answer is about 1 in 20,000, that sounds right.
But of course once you've flopped the first one, the odds of flopping the second one on the next hand are 1 in (17)(8.5) = 1 in 144.5.
In other words, every time you flop a set, you have a 1 in 144.5 chance of flopping 2 sets in a row (counting the first one).
But I'm sure you knew that....
